Analisis Kepatuhan Pandu terhadap COLREGs dalam Operasional Kapal di Alur Sungai Mahakam

Sungai Mahakam merupakan jalur pelayaran strategis di Kalimantan Timur dengan karakteristik alur yamenantang, meliputi radius tikungan 40–60 meter, lebar 45–70 meter, kedalaman 4–8 meter, dan kecepatarus pasang surut mencapai 1,5 knot. Kondisi tersebut menimbulkan risiko kecelakaan yang signifikasebagaimana terbukti dalam insiden senggolan yang dialami KM Tonasa Line XIX dengan tongkang yang ditartugboat di alur sempit Sungai Mahakam pada 25 Februari 2025. Penelitian ini bertujuan untuk menganalipelaksanaan olah gerak KM Tonasa Line XIX di alur Sungai Mahakam serta faktor-faktor yamemengaruhinya. Metode yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data secatriangulasi sumber dan teknik, melalui observasi langsung, wawancara, serta dokumentasi catatan perjalankapal. Observasi dilakukan pada 24 sesi pemanduan selama periode Agustus 2024 hingga Agustus 2025. Hapenelitian menunjukkan Aturan 5 (pengamatan) mencapai kepatuhan 100%, Aturan 14 (situasi berhadapa95,8%, Aturan 7, 8, 9, dan 13 masing-masing 83,3%, serta Aturan 6 (kecepatan aman) terendah sebe70,8%. Disimpulkan bahwa pengendalian kecepatan aman merupakan aspek paling kritis dalam pelaksanaolah gerak di alur ini.
